The man in charge of day to day operations at the St. Clair County Jail is announcing his retirement. Captain Tom Bliss stepped down from his position as jail administrator earlier this month after holding the position for almost a decade. Bliss is credited for making many improvements to the jail including a new medical contract and updates to the jail’s video surveillance system.  “The IDC (Intervention and Detention Center) is at a better place today because of Tom’s work,” said St. Clair County sheriff Tim Donnellon.  “We are indebted to Tom and his 40 plus years of service in the corrections field.”
